It is usa made. Challenger, fleet, and proto all use this part number stamped on the wrench. No other major markings so I am not sure what brand.

See pictures. Smooth screw, no jaw problems. Finish could be nicer but this may have been an industrial black wrench. It is very solid, no major damage.
